# The Signal Underneath Every Other Signal

Parsons picked up a $40 million Army contract this month covering hardware development, radio frequency spectrum exploitation, and software-defined electromagnetic warfare capability, one more line item in a category that analysts expect to roughly double, from about 34 billion dollars today to over 60 billion by 2031\. The Army has separately been asking Congress to speed up funding for electromagnetic warfare and signals intelligence systems, framing spectrum dominance, the ability to sense, protect, and disrupt radio frequency activity across every domain at once, as a growing priority alongside drones and missiles.  
  
The electromagnetic spectrum is invisible infrastructure that almost nobody outside the industry thinks about until it stops working, but every radio, radar, GPS receiver, and wireless data link depends on it. Electronic warfare used to mean a specialized pod on a handful of aircraft. It is becoming a software-defined capability that has to run across land, air, sea, space, and every unmanned system this newsletter has covered, because all of them communicate over the same contested spectrum. Cognitive electronic warfare, systems that use AI to sense and adapt to jamming in real time rather than relying on a preprogrammed response, is the specific frontier most of the current funding is chasing.

### From the Battlefield to the Balance Sheet

Electronic protection, defending your own side's use of the spectrum, now accounts for roughly 43 percent of the market, ahead of offensive jamming, because every drone, satellite, and networked vehicle this newsletter has tracked is a potential target for the exact kind of interference electronic warfare is built to defeat. Software-defined radio and spectrum sensing technology built to detect and defeat jamming has an exact civilian counterpart in telecommunications spectrum management, satellite communications interference mitigation, and 5G network operations, all of which depend on the same underlying skill of understanding and controlling radio frequency activity in a crowded, contested environment. A telecom operator managing interference between competing wireless networks and a defense contractor protecting a drone's control link are solving structurally similar signal processing problems, just with different stakes attached. Companies building spectrum dominance capability for the military are simultaneously building expertise that commercial telecom, satellite, and wireless infrastructure operators pay well for, and the underlying software-defined architecture increasingly transfers between the two markets with only the certification and hardening requirements differing.

### **The Capital Signal**

The signal is that electronic warfare has quietly become the connective tissue underneath every other category this newsletter tracks, drones, quantum navigation, satellites, autonomous vessels, because none of it works reliably if the spectrum it depends on can be jammed or spoofed by anyone willing to try. Capital allocators pricing individual autonomy or sensor companies should ask whether spectrum resilience is a bolt-on afterthought or a core design requirement, since the market is shifting toward the latter, and doubling market projections over five years suggest this is not a niche line item competing for budget against the flashier categories, it is becoming a prerequisite for all of them. A company that treats spectrum resilience as an afterthought is building a product that works perfectly in a demo and fails the moment a real adversary shows up.
