# Air Traffic Control for a Place With No Roads

The Space Force picked fourteen companies this year for a ten-year, $1.8 billion contract vehicle called Andromeda, built to track, identify, and analyze every other object sharing orbit with American satellites. The roster reads like a cross-section of the entire space industrial base this newsletter has tracked all year: Anduril and Lockheed sit alongside newer entrants like True Anomaly, Turion Space, and Quantum Space. None of this is about missile tracking or missile defense, the category Golden Dome occupies. It is about knowing what else is up there and what it is doing. The Space Development Agency's separate $1.75 billion missile-tracking satellite awards this year, covered in this newsletter previously, are a different program entirely, aimed at a different problem.  
  
Space has quietly become crowded enough that simply knowing the position, behavior, and intent of every object in orbit is now its own multibillion-dollar procurement category, separate from the satellites doing the sensing for missile defense or communications. That is a new kind of infrastructure spend, closer to air traffic control than to a weapons program, applied to an environment with no lanes, no towers, and thousands of objects moving at orbital velocity. The Space Force plans to award the first batch of a related, smaller commercial data-buy program by September, which suggests the agency is also building a cheaper on-ramp for companies too small to compete for the full Andromeda vehicle.

### From the Battlefield to the Balance Sheet

Keeping fourteen companies on a single contract vehicle rather than consolidating around two or three, the pattern this newsletter has now tracked across drones, lasers, chips, and quantum sensors, signals that the Space Force does not yet know which sensing architecture, ground-based, space-based, or some combination, will prove most cost-effective at scale. That uncertainty is actually good news for capital allocators watching this category, because it means the contract vehicle itself is not the prize, ongoing task orders against it are, and companies will keep competing on demonstrated tracking accuracy and coverage rather than resting on an initial award. The presence of newer, single-purpose space companies alongside legacy primes on the same vendor list suggests the Space Force is deliberately keeping the door open for a nontraditional entrant to win meaningful volume if its tracking data proves better.

### **The Dual-Use Reality Check**

Every satellite operator on Earth, commercial communications, imaging, broadband constellations, needs to know what else is in orbit near its own spacecraft to avoid a collision, and the commercial space insurance industry already prices that collision risk into every policy it writes. A space domain awareness capability built to serve military tracking needs is functionally identical to the space traffic management infrastructure commercial operators have been asking regulators and industry groups to build for years, as the number of active satellites and debris objects in orbit keeps climbing. A company that proves it can track and classify orbital objects accurately for the Space Force has a direct, ready commercial customer base in every satellite operator and insurer that currently relies on incomplete, fragmented tracking data pieced together from multiple public and private sources.

### **The Capital Signal**

The signal is that space has now acquired its own version of air traffic control as a distinct, fundable category, separate from the satellites doing missile tracking, communications, or imaging, and the fourteen-company roster suggests this market is still wide open rather than already consolidated around an obvious winner. Capital allocators should watch for the same pattern this newsletter flagged in autonomous surface vessels: track which companies convert their position on the contract vehicle into actual task orders and demonstrated tracking volume, since that conversion, not the initial award, is what will separate the eventual leaders from the rest of the roster. A logo on a fourteen-company press release proves access to the process, not revenue, and the two should not be priced the same.
